Preheat the oven to 200°C. Line a baking sheet with parchment paper.

In a saucepan, bring the water, milk, butter, salt, and nutmeg to a boil.

Add the flour all at once and stir vigorously until the dough pulls away from the sides. Dry it out over low heat for 1 to 2 minutes.

Transfer to a bowl and beat in the eggs one at a time until the dough is smooth and supple. Fold in the Gruyere and pepper.

Spoon or pipe small mounds of dough onto the baking sheet, spacing them apart.

Bake for 20 to 25 minutes without opening the oven, until the gougeres are puffed, golden, and dry to the touch. Serve warm.
